Studying the development and maturity of intellect concerning criminal accountability of individuals under 18 years old: A case analysis from the General Department of Forensic Medicine in Fars province (2013-2015)

The study aimed to explore the growth and mental maturity components in criminals under 18 years referred to the General Department of Forensic Medicine. Analyzing cases from 1391 to 1395, 103 criminals were studied. Among them, 100 were men (97.1%), 2 women (2%), and 1 bisexual individual (1%). The majority were single (98%), with only 2% being married. Regarding education, 72 (69.6%) had a diploma, 21 (20.6%) had completed some schooling, and 10 (9.8%) were illiterate. Occupationally, 42 were students (40.2%), 35 self-employed (34.3%), and 26 unemployed (25.5%). The peak references were in 2014 (33.3%), with murder being the most common crime (30.4%). Concerning mental maturity during the crimes, most lacked it (80.4%), while a minority had it (18.6%). Some had prior mental issues (38.2%). Decisions often relied on age and interviews, neglecting factors like emotional intelligence, rationality, social skills, self-awareness, IQ, and sanity, crucial for growth and reasoning.
